This rod is likely a sporting goods, or hardware store, private label trade rod produced by a large production company such as Montague or Horrocks-Ibottson. Possibly Simmons Hardware Co. of St. Louis? I've seen several 'Simmons' branded fly rods with a variety of reel seats. This slide band reelseat is very similar to one I saw on an Abbey & Imbrie rod. With Horrocks-Ibottson having purchased A&I in the 30s, perhaps this rod was made by H-I.
This is a decent fly rod, sound and fishable as is, and at a reasonable price for a proper vintage split-bamboo fly rod. Get started with split-bamboo without having to mortgage the house. This example places all your money into the rod, not into a name. Very good+, $135.
